An instructed-persecutor is a type of persecutor formed by extreme and/or organized abuse, where the headmate is forced to be violent due to being instructed to be. The instructions can come from other headmates, or the system's abuser(s).

They may have to be rehabilitated differently than other kinds of persecutors, and deserve kindness and patience.
