A system lockdown pertains to when events in the IW affect the system as a whole, thus- "shutting down/shutting off/cutting off/blocking" access to a particular part/particular parts of the IW/headspace in order to maintain order and/or to preserve its' members- keeping them from harms' way.

The members who are fronting are not affected, but they may be frontstuck for a while.
