A Frozen System is a system that is 'frozen'. The system may switch less, have a harder time communicating, and it may not grow as quickly (if it is considered Bombogenic or similar).
The period of frozenness can last anywhere from a day/week to multiple years.
Being frozen could be caused by stress/trauma, denial, regular system functions, or something else.
